Steve, you were right! The drum is dragging on a high spot on the backing plate. Do I just use a block of wood and a small sledge hammer or is there more formal way to clear the backing plate? Thanks! Adam

Glad to hear it was simple. A slight bend in the plate is probably the easiest. You could always file the lip of the drum as well, assuming it's dragging on the edge, not on the braking surface. I wouldn't take much off though because it could throw the drum out of balance. Then again that's assuming it's balanced already!
